Provincial requirements

The EQA does not require a specific transporter licence for non-hazardous solid waste hauling.[1] Standard roll-off and dumpster rental operations handling construction debris, renovation waste, and commercial waste do not need a provincial permit to transport.

Transporters of residual hazardous materials must hold a Ministerial Authorization under Section 22 of the EQA (formerly issued under Section 70.9).[2] This authorization requires background checks, proof of insurance, vehicle inspection compliance, and a hazardous materials training certificate for all personnel. Authorizations have a maximum validity of five years and must be renewed.

Quebec's Regulation respecting hazardous materials establishes detailed requirements for the storage, handling, and transport of hazardous waste, including manifesting requirements and shipping documentation.[2]

Municipal requirements

Montreal requires a permit from the borough for any container placed on public property. Container placement on streets requires reflective markings and may not obstruct traffic or snow removal operations.
