TL;DR

Arkansas requires a Solid Waste Hauler's License from the Regional Solid Waste Management District where you collect or dispose of waste. Each vehicle also needs a separate vehicle permit with district-issued stickers. Failure to obtain a license is a misdemeanor under Ark. Code Ann. §8-6-722.

What permits do I need to haul dumpsters in Arkansas?

Regional Solid Waste Management District license

Under Ark. Code Ann. §8-6-721, any person engaged in the business of hauling solid waste must obtain a license from the regional solid waste management district where the waste is collected or disposed.[1] Arkansas has multiple districts, each with their own fee schedules and requirements.[2]

Licenses are issued annually (January 1 through December 31). Each vehicle requires a separate vehicle permit with a registration sticker displayed near the driver's side door.[2] Vehicle markings must include the company name, phone number, and city/state/zip in minimum 2-inch lettering on each side.[2]

Important

A district license does not supersede any local government's exclusive franchise for hauling within its boundaries.[1] Verify franchise status before entering a new service area.

Vehicle and driver requirements

All drivers must hold the appropriate Arkansas driver's license. Vehicles must comply with DEQ Rule 22, meaning they must have either enclosed waste storage areas or tarps for open-bed vehicles when traveling in excess of 35 mph.[1]

What are the environmental compliance requirements?

All waste must be delivered to DEQ-permitted disposal facilities.[3] Haulers must maintain records and submit quarterly reports to their district. Hazardous waste transporters need separate authorization from DEQ under Regulation 23.
